When you have finished your pixel portrait, dropped the .psd .gif and .png in the drop off folder AND posted the .gif and .png on your blog in a post entitled PIXEL PORTRAIT - WITH a written statement, AND replaced your blog profile pic with your new avatar.... (phew!)
